Capt. Jacob C. Uttig describes his role and responsibilities as the Port Officer in Charge for 21st Theater Sustainment Command's Reception, Staging, and Onward Movement (RSOM) operation. This RSOM is bringing elements from the 1st Armored Brigade, 3rd Infantry Division from Ft. Stewart, Georgia, to forward operating sites along NATO's eastern flank.
